Cincinnati Democratic Committee Bylaws

The bylaws below are currently in the process of being revised and updated by the CDC's Bylaws Committee.

RULES AND REGULATIONS OF THE CINCINNATI DEMOCRATIC CENTRAL COMMITTEE AND THE CINCINNATI DEMOCRATIC EXECUTIVE COMMITTEE


Article I.          Membership

A.    The Cincinnati Central Committee shall be composed of all the Central Committee persons elected in the City of Cincinnati at the Primary Election in even number years from each precinct in the City of Cincinnati in accordance with Ohio Revise Code Section 3517.03.
B.     Between the biannual Primary Elections, vacancies in the Cincinnati Central Committee shall be filled by appointment of the County Executive Committee.

Article II.         Meetings

A.    The organizational meeting of the Cincinnati Central Committee shall take place at a date following the County Central Committee no later than January 31st of each odd-numbered year.
B.     All other meetings shall be at the call of the Chair of the Cincinnati Central Committee.

Article III.        Officers

A.    The Officers of the Cincinnati Central Committee shall be: One Chair, who shall preside Five Vice Chairs, one of whom may be appointed by the chair to serve in the absence of the Chair and all of whom may also chair standing committees of the Cincinnati Central Committee or Executive Committee
One Secretary
One Treasurer

Article IV.       Election of Officers

A.    All of the officers shall be elected at the organizational meeting of the Cincinnati Central Committee, for which notice shall be given by first class mail deposited with the U. S. Postal Service no less than five days in advance of the meeting.
B.     Voting in the Cincinnati Central Committee shall be either by voice, standing, or roll call.

Article V.        Powers and Duties

A.    The Cincinnati Central Committee shall exercise all powers and duties franted to it by the Rules and Regulations of the Democratic Party of Hamilton County.
B.     The Cincinnati Central Committee shall delegate all of its powers to the Cincinnati Executive Committee, provided, however, that the Cincinnati Central Committee shall retain power: 1. to make endorsements for the office of members of Cincinnati Council; and 2. in the case of a Democratic vacancy on City Council, and upon call of the chair, to make an advisory endorsement of a replacement.

Article VI.       Membership of Cincinnati Executive Committee

A.    The Cincinnati Executive Committee shall consist of no more than 75 members, a majority of whom shall be members of the Central Committee.
B.     The Chair of the Hamilton County Democratic Party shall be a member of the Executive Committee.
C.     All Cincinnati Ward Chairs shall be members of the Cincinnati Executive Committee.
D.    The balance of the 75 members of the Cincinnati Executive Committee shall be appointed by the Chair of the Cincinnati Central Committee and need not be members of the Cincinnati Central Committee nor reside of Cincinnati if the Chair believes the individual can make a substantial contribution to the Committee.

Article VII.      Meetings

A.    The first meeting of the Cincinnati Executive Committee shall be held within 30 days following the organizational meeting of the Cincinnati Central Committee
B.     Other meetings may be held at the call of the Chair
C.     Meetings may also be called upon the written request signed by ten percent (10%) of the members of the Committee stating the purpose thereof. Upon receipt of the request, the Chair shall call a meeting of the Committee within fifteen (15) days of the receipt of the request, giving at least five (5) days notice to the members of the Committee, which notice shall also state the purpose of the meeting.

Article VIII.     Officers and Duties

A.    The officers of the Cincinnati Executive Committee shall be the same persons who were elected officers of the Cincinnati Central Committee.
B.     The duties of the officers shall be the same as those duties of the officers of the Hamilton County Executive Committee.

Article IX.       Powers and Duties

A.    The Chair of the Executive Committee shall appoint a Cincinnati City Council Nominating Committee, which nominating committee shall report its recommendations to the Central Committee.
B.     The Chair of the Cincinnati Executive Committee may also appoint one or more of the following committee:
    a.       Finance Committee
    b.       Platform Committee
    c.       Campaign Committee
    d.       Policy Committee
    e.       Appointment Committee
C.     The Chair of the Cincinnati Executive Committee may also appoint members of the Cincinnati Executive Committee to meet in caucus with the Democratic member of Cincinnati City Council at such times as the Chair may designate.

Article X.        Procedure

A.    Voting in the Central Committee and Executive Committee shall be either by voice, standing, or roll call.
B.     Members must be present to be entitled to vote. No proxy voting shall be permitted.
C.     Those members attending a meeting shall constitute a quorum for the purpose of transacting business except when a stature provides otherwise.
D.    Except as provided herein a majority vote of those present and voting (excluding abstentions) shall control.

Article XI.

A.    These rules may be amended by a 2/3 vote of the Central Committee at a meeting for which notice of the consideration of rule amendments has been given or by unanimous consent at a meeting for which no notice of the consideration of rule amendments has been given.
B.     The rules of the Executive Committee may be amended by a 2/3 vote of the Executive Committee at a meeting for which notice of the consideration of rule amendments has been given or by unanimous consent at a meeting for which no notice of the consideration of the rule amendments has been given.
